My Dad bought an '02. 31,000 miles or so. All is well but he reports no cluster lights and inop telescoping column. Reseach says cluster or FEM, how does one diagnose which to go after? I'm the type to do most things myself so pulling modules and sending off for work is the likely "fix", just want to know which one to go after.

You could give these guys a call, I don't see the column on their list, but they would know if it's part of the FEM http://www.midwestteckmart.com/Thunderbird.html
I have a spare known working cluster that I would try first to eliminate that issue (I realize you probably don't have one laying around)

Dad ended up taking it to his normal mechanic who diagnosed bad main cluster, shipped it out via a Ford dealer, they returned it, it didn't work, they sent it back, it didn't work, they sent it back, it now works. 2 months and about $1500 later........he's picking it up today, hopefully he gets to drive it a bit now. This is why I do all my own diagnostics and wrenching. I might not be very good but I'm cheap and left with no one to get mad at but me when it costs too much and takes too long. Pretty car. I sure hope it works for him now.

If the lights on the floor shift console and on door panel switches do not work most likely its the FEM. Been thru on our 02. Dealer said it was cluster,then key sensor and ended up putting a FEM in it. That's what I had told them was wrong with it from the beginning.By the way the clusters can be fixed by Eastern Electronics. They are the best and least expensive speedometer shop around. Also the bulbs can be replaced in the cluster. Ford will say they don't but you can use BMW cluster bulbs and they will work.So if just some of the bulbs are out they can be replaced.
