I'm betting that while we black helicopter this thing to death, someone ends up with a good deal. It's happened more than once around here.

Once a car is labeled as rebuilt/salvage it should never have a "clean" title again. Look up title washing.
There are plenty of salvage cars available.
Title laws will be different in every state. In Wisconsin insuring a salvaged car is not a problem. All cars bought, whether Clean Title or Salvage Title out of state require a police inspection to verify vin # and title. I would have no problem buying a car with a salvage title. I am wondering why the bumper cover and rear quarter weren't repaired though.

Not with a salvage title. Even be difficult to insure in some states. In Fl. salvage titles are mandatory if repair exceeds book value. Likely a hurricane car

In most (if not all) states I don't believe you can register a car with a salvage title. You would need to follow the states process to get a rebuilt title (which apparently it can also be difficult to insure). An insurer explained to me that they don't like to insure a vehicle has already bee paid out as a total loss for various reasons.

So far I have had no problems with insurance on my Cashmere.

You can in Arizona...my dad's truck was "salvaged" after being hit in the rear (he's had it since new in 2001 - 65K miles on it). It was drivable, but the rear part of frame was bent downward (bed tilts toward back).
AZ DMV told him to go to body shop (they provided list of shops) and have them sign off on it being road worthy (without any type of repair) - he did, and Arizona registered it. It shows "salvaged" on the title/registration, but it's now able to be licensed by the State every year, without any repair.
