Herman, I am glad that you prefaced your last remarks about ACE Hrdw with " my guess is" because you lambasted ACE when in reality not all are alike. It is a shame that you must have had a bad experience at one of their stores. The one in my city has employees trained on their computer driven key machine. This machine can read a chip key. & program a blank chip & then cut the key.
yes they would like the car there as well
Any good service provider would. This way they know immediately if all works well, that the customer is pleased and most importantly the customer does not have to return upset because the new key did not work as it should.
I also know that if and that is a big if the original owner was given from the dealer the key code tag that was attached to the keys at the time of sale, and the owner was wise enough to keep such tags as that, then that key code is all that is needed by any place that has a computer driven key cutting machine.
It is probably also safe to say that most Ford dealerships do not have a computer driven key machine & that they must take your information such as the vin # to research the car's key code & then take that code to a local locksmith. Hence the number of hours & money the dealership charges.
One more thing. The locks & ignition lock are not manufactured by the automobile manufacture. Those items like so many other things on today's cars are made by another manufacturing company and bulk sold to the car maker. I doubt if Ford had anything to do with the 02 keys being different than the 03-05 keys

Then the story is different for 2003-5 birds. My 2002 did not have a key code. Also the reason ACE would want your car there (in case of 2002) is to program your 3rd key using your 2 keys.
I want to hear from someone (who has only one 2002 key) that has actually gotten a duplicate key made by ACE without the car being there.

Bad experience is correct. They gave up. ACE did not know how to handle the 2002 key situation. The key situation is complex and they try to be positive and make promises that can not be met at times.

I will try that and program the lost key first (using 2 working keys) and see if all 4 work thereafter. It should work.

Cut and Paste from FORD Service Info
NOTE: If the steps are not carried out as described, the programming procedure will end.
NOTE: Ignition keys must have correct mechanical key cut for the vehicle and must be a PATS encoded key.
NOTE: Any two keys that can start the vehicle may be used to program in an additional key.- Insert the first programmed ignition key into the ignition lock cylinder and turn the ignition switch from OFF to RUN (maintain the ignition switch in RUN for three seconds).
- Turn the ignition switch to OFF and remove the first key from the ignition lock cylinder.
- Within seconds of turning the ignition switch to OFF, insert the second programmed ignition key into the ignition lock cylinder and turn the ignition switch from OFF to RUN (maintain the ignition switch in RUN for three seconds).
- Turn the ignition switch to OFF and remove the second key from the ignition lock cylinder.
- Within 20 seconds of turning the ignition lock cylinder to OFF, insert the unprogrammed ignition key (new key) into the ignition lock cylinder and turn the ignition switch from OFF to RUN (attempt to start the vehicle).
- If it is desired to program additional key(s), repeat the key programming procedure from the beginning.
