Why is it that the RetroBirds headrests have only locked positions -- all the way down or 1" above that?

There are only two detents on the locking shaft, but other vehicle's headrests have multiple detents up and
down the shaft.
Some of us have longer necks and need the upper headrest extension.
I know, there's an easy answer with a cutting wheel, but.........
