    in my experience I'd guess there are very few mechanics that can do that level of diagnosis. As a customer, you might find one if you're lucky enough to live near or have some access to a shop that does electronic diagnosis.They need the right test equipment including a pro level diagnostic computer. And they need access to 'All-Data' or something like it, which gives them the computer guidance they need. Isolating the FEM as the culprit and then being brave enough to dig into it is a whole other level. Anyone who tackles board level repair, either once did that type of work or has a buddy who does.
    This is why there are shops that do these black box repairs. They don't have mechanics, they have electronic techs. Like T-bird Bob, they repair or rebuild the module and send it back to you.
    My 2 cents anyway....

      If your instrument cluster backlighting, steering wheel control lights and floor gear shifter are all out it's your FEM. I have a FORD certified electrical engineer (current FOMOCO employee) on staff that rebuilds FEM'S (not just repair)
